Government creates the third phase of Desenrola, in which the federal government buys up to R$ 150 billion in household debt with a minimum 90% discount

President Lula signed on September 25 a provisional measure creating the third phase of the Desenrola program, in which the federal government may buy at auction portfolios of debts overdue for two to four and a half years, of up to R$ 10,000 each, and pass the discount on to debtors. Up to R$ 150 billion in debt may be eligible, with a minimum 90% discount; the government set aside R$ 15 billion for the program, according to Planning Minister Bruno Moretti. Caixa and Banco do Brasil may execute the operations, and the timeline calls for a creditor call in November and discounts starting in February 2027.

Santander asks the CVM for foreign issuer and BDR registration and advances its exchange offer for the 10% of Santander Brasil it does not own

Banco Santander filed with the CVM on September 22 requests for registration as a category A foreign issuer, for its BDR program and for the public exchange offer, plus a request to admit the BDRs to trading on B3, according to a Santander Brasil material fact. The voluntary offer, announced in July with a 15% premium over the July 30 close, targets the roughly 10% of Santander Brasil shares and units still outstanding, with an exchange ratio of 0.2028 BDR per share and 0.4056 per unit. The UBS BB appraisal puts the economic value between 12.62 and 13.88 euros per Santander share; the F-4 form at the SEC has not yet been declared effective.

Caixa employees reject the bank third offer and the strike that began on September 10 continues

Durigan says government weighs having the Treasury buy old household debts at a discount via auctions

Finance Minister Dario Durigan said on September 18 that the government is studying a program in which the National Treasury buys old household debts, acquired at auction with steep discounts, to clear debtors' names and banks' balance sheets. Caixa Econômica Federal and employee representatives resumed talks on September 16, a week after the start of the national strike, which continues indefinitely. The deadlock is over the funding of Saúde Caixa, the employee health plan, within the collective agreement renewal; there have been 54 meetings and four proposals from the bank.
