Lula enacts the Mercosur-EFTA free trade agreement, which takes effect on October 1

President Lula enacted by decree the free trade agreement between Mercosur and the European Free Trade Association, formed by Iceland, Liechtenstein, Norway and Switzerland, which takes effect for Brazil on October 1. The agreement, negotiated since 2017, signed in September 2025 and approved by Congress in June, reduces tariffs and technical and sanitary barriers, eases customs procedures and expands access to government procurement.

BNDES receives R$ 8.2 billion in Brasil Soberano 3 requests in two days and has already approved R$ 1.7 billion

BNDES received R$ 8.2 billion in credit requests under the third stage of the Brasil Soberano plan in 138 operations filed on September 17 and 18. R$ 1.7 billion has already been approved: R$ 794 million for group 2 (industrial sectors such as textiles, chemicals, pharmaceuticals, strategic minerals and fertilizers), R$ 680 million for group 1 and suppliers hit by US tariffs and R$ 251 million for exporters to the Persian Gulf. Fertilizers account for R$ 683 million. The plan has a R$ 22.6 billion budget, R$ 13.5 billion from the Treasury and R$ 9.1 billion from BNDES.

BNDES opened on September 17 the enrolment protocol for the third stage of the Brasil Soberano plan, with R$ 22.6 billion, of which R$ 13.5 billion from the Treasury and R$ 9.1 billion from the bank. Exporters hit by US tariffs and their suppliers, strategic industrial sectors and exporters to the Persian Gulf affected by the war can apply, with interest of 4.3% to 17.5% a year and a requirement that at least 1% of revenue come from those markets.

Lula signs the critical minerals law without vetoes, with a guarantee fund and R$ 5 billion in tax credits

The law creating the National Policy for Critical and Strategic Minerals was signed without vetoes on September 16 and published in the Official Gazette. It authorises a R$ 5 billion guarantee fund with a federal contribution of up to R$ 2 billion, creates tax credits of R$ 1 billion a year between 2030 and 2034 and a national council for the industrialisation of the sector.

The Brazilian government received on September 14 official communication from the European Union reporting internal agreement on the sanitary protocols presented after the August and September audit, said on September 16 the executive secretary of the Agriculture Ministry, Cleber Soares. The acceptance opens the way to resume chicken exports, suspended since September 3, but still depends on the detailed protocol from the bloc.

Conab closes the 2025/26 crop at a record 361.7 million tonnes, with soybeans at 180.4 million

The 12th and final Conab survey for the 2025/26 crop, released on September 15, estimates grain output of 361.7 million tonnes, up 2.6% from the previous cycle and 0.3% from August, on a planted area of 83.5 million hectares (+1.7%). Soybeans reach a record 180.4 million tonnes (+5.2%), cotton 4.14 million (+1.5%) and sorghum 7.35 million; corn grows 2% to 144 million, while rice (11.08 million, -13.2%), beans (2.95 million, -3.6%) and wheat (5.74 million, -27.1%) decline; soybean exports are projected at a record 116.2 million tonnes.

Brazil and the US set an in-person meeting on the tariffs on the sidelines of the G20 in Milwaukee on September 30

USDA lifts the US soybean crop to 123.4 million tonnes and soybeans drop 2.7% in Chicago to US$ 12.96 a bushel

The USDA's September 11 supply and demand report raised its estimate of the US soybean crop to 4.535 billion bushels (123.4 million tonnes), at 52.8 bushels an acre, from 4.519 billion in August and against expectations of a cut to 4.501 billion; the November contract in Chicago closed down 2.68% at US$ 12.96 a bushel, and corn fell to US$ 5.30. The USDA also raised Brazilian corn output from 140 to 141 million tonnes and cut exports from 42 to 40 million.

Law 15,501 lets BNDES create subsidiaries as Lula vetoes the Export Credit Fund

Law 15,501, dated September 9 and announced September 10, allows BNDES to create subsidiaries to widen its operations, subject to the Fiscal Responsibility Law; the president vetoed ten of the bill's thirteen provisions, including the creation of the Export Credit Fund, which the bank would run, and changes to risk-sharing rules among guarantee funds, arguing the fund's goals are already met by existing policies and its creation breaches the 2026 budget guidelines law. Beef exports fall 27% in August as China's quota runs out and shipments to China plunge 90%

Trade balance posts US$ 7.4 billion surplus in August, with exports to the US rising despite tariffs

Federal court suspends licenses and halts Sigma's lithium mine in the Jequitinhonha Valley over proximity to a quilombo
